Pittsburgh International Airport has hit another milestone in its bid to complete a $1.57 billion modernization. On a sun-drenched Monday morning, workers and Allegheny County Airport Authority officials celebrated the “topping out” of the huge parking garage that is being built a stone’s throw from Pittsburgh International’s new landside terminal.

With the “topping out” — meaning construction crews have hit the highest point in the project — the garage is now just about two-thirds finished, said Paul Hoback, the authority’s executive vice president and chief development officer. During a short ceremony Monday, Mr. Hoback viewed the “multi-modal complex,” as it is officially described, in symbolic terms.
